But there is an inherent tension between the notion that we are all equally endowed with natural rights and the role of a government to secure them. After all, sooner or later, people exercising their rights to liberty and the pursuit of happiness are certain to come into conflict with others exercising the same rights in the same society. And government, according to the Declaration, exists to secure the rights of all citizens.
